Which is the best MP3 encoder?

MP3 encoders of varying quality are available for all platforms. The Fraunhofer IIS labs codec is the best compression algorithm and is widely used in commercial encoders. There are a variety of shareware encoders available but many do not implement the highest standard of perceptual noise shaping. As a result the upper harmonic structure of MP3’s produced by these programs is inaccurate.

In some tests listeners are unable to tell the difference between CD-quality audio and high bit rate perceptual noise shaping. Others swear that the difference between the two is night and day. The arguments for and against compressed audio are ongoing.
